How much do you want the account? My suggestion, if your ID and address is "simple" such as no name change and more than 3 years at your current address, would be to scan the form and send it, and see if they requested ID docs later. Waiting until you get postal bank statements may mean it is withdrawn.1 -
If you're concerned about email security then zip the files up, password protect it and ask them to make contact with you to get the password.

Can’t see anything there about it being certified, I also wouldn’t bother if it had to be. The rate isn’t at the top of the market, so there’s no premium to cancel out the cost.If a PDF Statement is taken to be a document printed from the internet, then one of these would require a passport or a photocard driving licence to be used - and a test pass as the asterix doesn’t say provisional while those were otherwise acceptable as ID.2

Before opening Loughborough BS new account, be aware that they have no online access at all, even just to check balance (unless it's changed recently). When I had an account with them, I had to phone regularly to check monthly payments were received and credited.12
