I’d found a different savings Application Form which I’ve printed off in anticipation.
At the bottom it gives option to scan and email back with ID passport/driving licence scans
Hoping this is a method to apply
That would be the game changer for me.  My scanner is working and I have pictures of my passport and signature.  Don't even need a scanner, can just edit and send pdf.

I hope this version of form will be allowed for opening this RS

Needless to say, it would be unwise to email a scan of your passport or driving licence.
Can I ask why ? I’ve done the same previously when opening bank accounts

for one, not all providers support TLS encryption or enforce it, so some email sending is plaintext over the internet. Even some that are TLS can be downgrade attacked to be plaintext.
another is that the email will not likely be deleted and be accessible to more people than necessary with possibly not enough record of access

As above, but also it is a store-and-forward protocol, with no encryption at rest, copies may be available on intermediate servers on the way to Scottish BS.
So all in all it does put one at increased risk of identity theft.
It's possible this is a legacy form that is no longer used. I don't think it would be compliant with recent data protection legislation or regulatory requirements around securing personal information.

If sending copy of passport via post, can a watermark be added to it?

Haven't checked the Scottish BS ID list but usually banks accept an HMRC letter as ID - sending this and a bill or bank statement doesn't seem too valuable to post.

Yep, Tax Notification letter dated within the current financial year.

I don't know - you could ask them. I'd think it unlikely they'd accept a digitally altered image, but you never know. Sending by post is typically more secure than email.
