The best course of action was to contact Building Control and Housing Association as soon as works
commenced.
What will you do if the works have been signed off and fall under permitted development?
Do you know that he hasn’t checked the council planning and building regulations register?
It appears you know very little about what the OP knows.
The project might have been signed off by a competent person, that could take months to show up on local BC records.
Or the works might not be complete, in which case sign off could be years away.
We don't know, just as OP doesn't, even if they have made enquiries.

OP, any surveyor is highly unlikely to inspect the planning portal (and any building regs portal that your local council may have) to view any relevant documents for a neighbour's property.
They are also very unlikely to start making any intrusive inspection holes in your property to check whether there's any impact from your neighbour's works.0
