Basically if her income is enough to cover her care costs then she can have as much savings as she wants obviously.

If however she has to supplement her income with a bit of her savings each month to pay for her care costs then once savings go below 23k then she can apply to a local authority for help

And everyone needs to bear in mind that during the local authorities financial assessment (for people requiring to go into a care home and relying on the LA to fund it, they will have some yes and no questions to answer such as (1) do you own any property or land ? (2) have you ever disposed of any property or land ? If you answer yes then the next question is (3) when did you dispose of this asset and why did you do so ? Q (1) and (2) are easy Q3 a bit trickier. You also have to detail all the bank accounts held and produce 6 months bank statements, or more and sign a mandate allowing the LA access to the records. The LA can look as far back as they like and query any disposals, gifts, you name it. They seem to have considerable powers. There are plenty of trusted websites out there that provide guidance and all the rules. Recommended reading in my opinion.

Above 23,250  she is fully self funding and pays for everything herself.
Between 14250 and 23250 she pays a tariff on a sliding scale.
Below 14250 she is fully funded by the local authority.

That’s leaving aside any health funding which is notoriously difficult to get.
While self funding she can also claim attendance allowance.
