Building- liaibility insurance...

we were recommended a company called Decision finance who do liaibility insurance. we thought they were brokers but behind all the facade it seems to be Zurich insurance which we can say we do not have very good experience of. Well on this occasion the same again. They asked us if we fixed roofs then they could not insure us. we told them that we rarely get this type of job in anyway so otherwise what would be the cost and they just said they could not help us. Also they wanted to know how much we paid our subcontractors. we dont really see how this is relevant to insurance. anyone any ideas of good public liaibility insurance? and why these questions on freelance subcontractors?
