Purchasing/installing a speed bump

Tonight, for the third time in five years, our car was destroyed while parked in front of our house.
We live opposite a crossroads, on a straight road about 200 meters long.
This evening, a speeding vehicle didn't stop, causing an accident before fleeing the scene. Our car is out of action.
In the past, we have asked the municipality to install a speed bump on this stretch of road. The response was negative, on the grounds that it was not an area requiring speed moderation and that no fatal accidents had occurred there.
Today, we'd like to move this project forward and obtain the installation of a speed bump. Do you have any idea how much this would cost, and who to contact? Thank you in advance for your help.

If you are in the UK, I doubt very much that you'll be able to just install your own speed bump, much as you might want to. The people to contact would be the highways department of your local council, only they can make alterations to the road.1

If this is the public highway, you can't. That simple.
Put the time and effort into finding somewhere else to park instead.1 -
To be pedantic - Im not sure you can be opposite a crossroads- you will (I presume) be on one of the 4 roads constituting the cross3
