complaining about a holiday

We booked a holiday through our local travel agent with Premier Holidays.
Our original hotel had all its guest moved out as the local river had burst its banks and flooded the hotel a week earlier. Premier Holidays told us that they didn't know about the flooding till we were flying as there tour operators hadn't advised them. upon arrival we were told that we had been relocated to a different hotel due to the flooding, the new hotel was still in a flooded area although the hotel had not been flooded and was of a lower star rating. The hotel was also along way from where we wanted to be.
We spent a considerable amount of time and money trying to contact the company.
Once we managed to contact the Premier Holidays we agreed to cut short this part of our holiday and move early to the next part of our holiday and they would cover the cost, We had to stay in the Hotel in the flooded area 2 nights, then we almost did get transferred to the airport as they forgot to pick us up we had to contact them.
On returning home we have put in a complaint for compensation but they have offered us £300, the holiday was £6500 for 21 days.
We have followed the companies complaints procedure and submitted 2 letter Photographs and receipts where we had them.
We are not sure where to go next with this? We have looked at ABTA but that looks like there's a fee to pay after they have looked at the complaint.
Does anyone know if there's any other options we should take and the likely hood that we would stand a chance of getting anywhere with this

    I'll be harsh on them and say you were spending £300 per day on your holiday, in reality its less because the cost of flights should really be taken off first given the issue was just an accommodation one. 

    You dont say how long you were supposed to stay in place 1 nor give any indication if this one had more relevance or cost than the other places so will assume they are all even. You ultimately had 2 days that were not to the expected standard but it was at no fault of the tour operator. You ultimately did have a room to stay in, food or whatever was promised for those two days and they helped you mitigate the losses by relocating you. 

    Effectively they've given a 50% discount (in reality more than that) for the 2 days of not being in the hotel that was originally intended... doesn't sound that bad to me.
