Euro Car Parks Fine

I’m another individual who recently received a fine from a Euro Car Park at a Toby Carvery in Brentwood on the 28 November - arriving at 13.18 and left at 13.34.
The issue I have is I was picking up a friend from Brentwood to take them to a medical appointment as they don’t drive. I don’t live in Brentwood so was unfamiliar with the area so rather than stop on a main road I pulled into the car park and drove around for around 7mins looking for a safe place to wait for them. I eventually found a space to wait in and called the person I was collecting to explain where I was waiting for them. I briefly got out of my car for 2-3 minutes to see if they were coming down the main road as I was concerned they would’ve see me.
My friend arrived a few minutes later and we left the car park to go to the appointment.
i didn’t even look at the car park signage as i was never actually parking in the car park but waiting a short amount of time.
Yesterday i was shocked to receive a PCN for a £100 or £60 if I pay within 14 days of the date of issue which they have as the 04 Dec 24, therefore paying by the 18 December, tomorrow.
My issue is I never actually parked but was waiting albeit left my car for 2-3mins
i was only in the car park for 16mins
I received the PCN in the post yesterday when they say they issued it on the 04 Dec therefore giving me 1-2 days to pay the reduced £60 fine rather than £100.
If I appeal do I stand a chance as I cannot afford the £60 let along the £100 fine.

3. Appeal to the landowner - that would be the Toby - if you get no joy from the manager - try the CEO of Mitchells & Butlers2 -
It is not a fine.
If you need to drop-off or pick-up then you should do so on single or double yellow lines on a public road if possible because it is a permitted activity, rather than drive onto private property.
Driving around waiting for a space isn't parking, and neither is picking up/dropping off.
Where did the alleged event occur? It may have cropped up here before.

Enact Plan A, a complaint from the keeper to the landowner and the keeper's MP.
If a landowner cancellation is not forthcoming, then the keeper should appeal using the template in blue text that can be found in the NEWBIES.

Nobody pays Euro Car Parks.
Next time always pick up passengers in a side road. Never in a car park. On the public street even double yellows are fine for passenger pick ups and drop offs. It's exempt activity on double yellows.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
