Although may not be widely available (some reports suggest that some people managed to apply for it even without being invited) Chase UK Mastercard gives both 18 months 0% on purchase and 0 forex fee. To apply for it, one would need to have the Chase Debit Card, which also offers 0 forex fee, but also cashback (capped), and almost uniquely, free ATM withdrawals at Chase USA cash machine (all USA cash machine charges foreign cards for usage). I said “almost uniquely” because I’m the east coast, you may also find Santander ATM that offers this for UK Santander customers with some specific accounts.
