LeO complaint against solicitor

My family have been having trouble with a solicitor for over three years now, so the LeO has taken up our complaint.
Can anyone tell me if it is ‘ legal ‘ for the solicitor to hold onto our inheritance ( £50k ) from the sale of our late Aunts house. He has withheld this amount apparently until the complaint has been finalised by the LeO. Why? Can he do this? He is withholding money that is not his. 
We have had no costings, invoices or anything over the past 3 years, so we have no idea what anything is . He’s a nightmare.

    Who instructed the Solicitor? Was he/she nominated in the will? Is the Solicitor an Executor?
  • My late aunt and yes he was. Yes he’s one of two executors

    What does the other Executor say re the Solicitor and the "delay" in distribution and is that executor also a Beneficiary  and/or a member of "my family" (as you put it).
