Smart Parking Charge - Perth Kinnoull Street

Hi there,
Parked at Perth car park Kinnoull Street for approximately an hour and a half. The signage was quite confusing but I paid with cash for what I believed to be a period of an hour and a half.
Over a month later, a letter was sent with images of our car in and leaving the car park stating we failed to pay for sufficient time. According to their timings we were in the car park for 1 hour 40 mins. As we were travelling, I believe we maybe spent 5-10 mins in the car looking at maps and planning our journey. But as this was over a month ago, I obviously I didn't keep a receipt and I can't recall exactly how much cash I paid or how long we were in the car park. All I do remember is being confused by the meter and paying in cash.
I should also say the letter was sent to an old address where I don't currently live. Though I know the person living there who forwarded the letter onto me.
I have not replied or maybe any appeal yet. Judging by other recent posts perhaps my best option is to simply ignore this? I could also claim that I never received the letter and pretend my friend didn't forward this onto me. Though I wonder if the fact they have images of the car entering and leaving the area makes their case more compelling and perhaps I should do something like complain or make an appeal?

As the car park is in Scotland, are you in Scotland ? ( you never said )
If your vehicle is registered in Scotland, ignore Smart Parking, no keeper liability1 -
Thanks. Currently live in Scotland but letter was sent to previous address in Northern Ireland - so I guess vehicle is registered in NI. Does that change anything?0

No keeper liability in either nation, so ignore Smart Parking
But do update your V5c log book ASAP, a legal requirement, otherwise the dvla could penalise you for up to a grand by having you fined for not doing so
