It seems very odd that Amex would allow a company to take money up front and then not deliver contactless or not as it seems this would be a perfect vehicle for dishonest merchants ripping off their card holders
As payment is via google or apple, then your recourse would be via them.

Just remember that Amex is both the issuing bank and the card network.The Amex chargeback scheme is completely different to Visa or Mastercard and has different reason codes. They tend to make a decision based on the information uploaded by the Amex member.0

AmEx are the Card Network and the Card Issuer (dont think anyone else issues AmEx these days since Lloyds pulled the plug and Harrods sold its bank). In many cases they are also the merchant services company so occupy all three positions but there are other options out there for the final seat.eskbanker said:
Just to add to the above post, you need to remember the roles and responsibilities of the various parties here - it's not a case of Amex 'allowing' anything, as they're simply the card issuer in this scenario.
