Retail park over max stay

This time for being in a retail park for 3.5 hours in a free car park; supposedly 30 mins more than what UKPC deems acceptable. I have a genuine receipt which I've sent with my appeal but they've now said the store isn't part of their car park. I had walked across the road thinking all of it was part of the same complex. After some research, the car parks have the same agents but the owners of each car park/land are different.

They're now asking for the full name and address of the driver in order to make a decision - should I do this? It just seems like that's them just confirming who they're going to pursue this £100 PCN with. I have 4 more days to respond.

    Ignore the request for driver details. If the same MA manages both car parks, then get a complaint off to them quoting how confusing it all is, and, if they are managing both, why the differentiation when it comes to parking. Why are signs not stating that transparently?

    I've already sent 2 emails to the owners and managers of the site and I've been completely ignored, this was over a month ago.

    Should I respond to the appeal reply at all? I feel like just letting the 7 days they've given me to die out seems wasteful but then again, they're asking for driver details and address in order to make a decision which to me makes no sense.

    The store I ended up buying from originally said they could help if the appeal didn't work but since discovering that the retail park is actually split into two, they've confirmed they have no power.

    Keep complaining to the retail park management company,  especially if they manage both sections 

    If the landowners are different,  complain to both

    Everything in writing 

    Its not UKPC that set the time limits,  its the retail park management company or landowners 

    Ukpc are enforcing the rules agreed by their client,  3 hours is a typical maximum time

    If it's the appeal template I'm thinking of, I used this in my original appeal. Is it worth responding with anything else? They've said if I don't respond with the details requested they'll refuse the appeal

    Then they were phishing for drivers details,  ignore that response and wait for the rejection
