Hammersmith & Fulham fine with disabled badge :(

So, for over 40 tears I have had two fines - I get a disability badge and I keep getting them!  This one - I parked to go to the GP Surgery - I was 10 minutes - I parked on double yellow lines and displayed the badge correctly.  I got back to a parking fine (PCN) "Parked in a restricted street where waiting and loading and unloading are in force"  I parked at 4.45pm and it says I was observed from 16.45 - 16.46 so the person saw me hobble, with my stick,  away from the car! So, is this some kind of special road - we have parked in an adjacent road with no problems.  I was dark, I didn't see any bars on the kerb.  Can I contest it? £65! I have just read on Hammersmith & Fulham website that parking is not allowed "where restrictions on loading are in force".  Well, I've looked on Google maps and I can see them now, but they are not strong and need repainting and a small sign that says No Loading, but I wasn't loading! Is there any point in trying to contest because the kerb lines definately need painting? Many thanks in advance
