A private parking company cannot issue their silly charges on Council property.
They won't threaten you with "bailiffs" they can't, they will threaten you with debt collectors who are powerless dimwits.
Looking at that GSV image that may have been a pub or inn in the past and no right of way may have existed across that frontage, it also is not a pavement so probably does belong to the building. However there must be correct signage stating the terms and conditions, and parking prohibited on private land means no contract can be formed.
Those yellow lines in authority terms mean you can unload, you would have been allowed to stop for a few minutes had you stayed on the highway.

Your appeal will be rejected, but you could try POPLA afterwards as it will cost them.

Debt collectors and bailffs are not the same thing.

I'd suggest you read the NEWBIES thread as this thread reads as though you might not have taken that advice fully yet? This case is no different than any other. Nobody pays.

    Also read other CUP threads.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

you didn't park in a car park - I don't see how they have even come up with tis.

do you know if there are any signs around?

I presume this is where you parked?

I went back today, this is the only signage that's up, but it's about 8-10ft in the air screwed to a wall to the left of the bay.

Pretty sure someone else is already at POPLA stage v CUP (or has already won) with that as one of the arguments.  Might even be about the same sign/car park.

    Read other CUP threads.
Will have a dig through them. Thanks!

    Good afternoon,

I've just received the response to my appeal from C.U.P.

I'll post it below. Can I have some advice please, should I go to POPLA - if so would I have a good chance of winning.

    Thanks
