PCN notice to Keeper from NCP

Received a parking charge notice to keeper from NCP after parking in Willison Street Car Park in Dundee for 12 minutes, payment failed for both card and would not accept cash so I subsequently left. Granted I could have used the app (completely didn’t realise I could do this) however I have now been sent an invoice for £80 reduced to £40 if paid within 14 days. Having searched google reviews on this car park this seems to be a common issue with this car park, also people mentioning they have been fined for driving around and leaving after no spaces!
Could anyone recommend what is the best course of action here?

Same has happened to me today for the same car park in Dundee in November. I did manage to pay using my contactless bank card but the £5.90 was “pending”.The machine was awful to use. There were no readable instructions on how to use the machine. Damaged by sun / weathered . I tried to download the app. It would not download. I eventually got my card to work.However the letter came in as Parking Charge Notice to Keeper. I rechecked my bank statement, the £5.90 had not come off.The bank removes “pending” if the company does not take it after a set time.
I have read the Newbie sticky.
The No Keeper Liability sounds useful.1 -

Hi mate, I realise there is plenty info on the sticky side of the forum but I thought there was a slight bit of nuance to this case. Yep, we get it & we help everyone.
It's just that people in Scotland and NI don't need to do anything (as it stands)!You are getting keeper liability in a year or so but not retrospective of course.
I'm a lady but 'mate' is fine.

It is not that easy to find all the information if you are a newbie. I found stuff , had to come back , but it took me ages to find it again.
It was not very clear to me about the Scottish situation from reading the Newbie bit but you have certainly clarified it now Coupon-mad. I do apologise . I hope we have not irritated you too much. I am sure you are a very lovely lady, Coupon-mad. Thank you for all your input.

Yes, Fluffy, I am telling all and sundry to not use that car park. I am in a Scotland wide group...I have been chatting about it in the group chats we have.I am so angry about it. I actually feel like standing with a sign saying Don't Park Here!2 -
Please tell the group that:
- they can ignore single private parking charges but not to deliberately get lots as that can very occasionally see a rare court claim. Single ones: NOTHING HAPPENS.
- the new statutory Code of Practice will change things a bit for Scotland in a year or so. Therefore this advice might change then, for new PCNs.
- bottom line. Be careful. Read signs. Look to avoid private car parks. Stay on street and park at a kerb. I always say DO NOT look for a car park to park a car! If it wasn't so cold I'd join @lilacwine778 at the entrance to Willison St car park with a sign saying DON'T PARK HERE!! I think NCP also manage the Overgate multistorey across the road but a much more consumer friendly system is employed there, even offers £1 all day Sunday parking.
