DCBL advice please

Do DCBL have any legal standing? I have NO income, and rely on my husbands two basic wages, I have this letter this morning, and am burying my head in the sand, part of my wants to call them and explain the situation, but the other part doesn't want to get caught up paying this when I cant!
My brother was rushed to a&e, I went to the first parking space and thought nothing more of it, which was stupid I know, but the hospital car park was packed, and as I never go there, and live 90mins away, I didn't realize there was a second car park a mile up the road thats recently been put in, so went into the retail park instead, and now this!

If you do get a court claim, DCBL will call the fake £70 ... DAMAGES .... which is even more rubbish
Don't take any notice of the "Can't pay, we' will take it away" ...... DCBL are still in denial about the rubbish TV programme to which they were the star ????? JUNK TV
