  • Thanks all for your feedback. For context, I received a PCN from ParkingEye for a car park that was free but exclusively for the use of a gym. It required your VRN to be entered at reception which of course we didn't do (one-off visit). The lessee have paid the PCN. The lease contract for such things states:

    Understand that parking or congestion charges and any other fines are their responsibility and if incurred will be recharged to them along with an administration fee

    We will write to the gym but because the PCN has now been paid I'm not sure that's an avenue any more - nor is appealing according to PE (although on the PE appeals website the option seems to be available.)

    You can still appeal to PEye but it seems pointless because POPLA won't hear a case that has been paid.
