Railway Car Park PCN from NCP
I, as keeper, have received two PCN's from Sept and Oct 2024 in the last couple of days, both over two months from alleged date in question. I have drafted the following via the newbie thread and a couple of similar events in positive outcome threads in response however would appreciate if someone could kindly cast their eyes over and see if I have all that I need here.
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement. There will be no admissions as to who was driving and no assumptions can be drawn. NCP have failed to comply with the Protection of Freedoms Act 2012 and therefore the keeper has no liability. The land is not relevant land under paragraph 3 of Protection of Freedoms Act Schedule 4 and as such the keeper has no liability.
Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date.
All look good here? In my mind I have zero liability on two counts here.Thanks in advance.

Use the appeal as keeper, especially if they are Parking Charge Notices, not Penalty Notices , presumably they might be GAA charges ?

Is what I have written not the appeal as keeper? They are indeed PCN's. I have taken most of what I've written from the newbie one size verbiage as well as this thread, which is almost a carbon copy of the PCN scenario I have received.

GAA is Greater Anglia Abellio, a TOC
If its a Railway Station, then the TOC has the franchise, whichever TOC it is
Yes it is a keeper appeal, but if you were to select driver whilst appealing, you would ruin it ( people do select the wrong entity. )1 -
Ah I see, thank you. It's C2C not Greater Anglia but a similar set up I would imagine?
I certainly won't select a driver once appealing, am just responding to them as the registered keeper. The verbiage used in their PCN to me is the same as the language used in the thread relating to the Greater Anglia PCN in the previous thread I linked.
