Double Dip PCN

Tesco are making me jump through all kinds of hoops to access cctv images aftersubmitting an SAR. I've also submitted an SAR to EuroCarPars who monitor Morrisons & surprise surprise, they delete images ANPR data after 10 days unless it's in relation to a PCN they've issued.
I'm just wondering if the neighbours security camera images will suffice for an appeal?
My google maps app also shows my phone at other locations during the day, but that's my phone, not the car.

I think that you are overthinking this, just google ANPR fails and send aa two line appeal.
You never know how far you can go until you go too far.3 -
Tell parking eye that they have accessed your personal data in contravention of relevant data protection legislation as a direct result of them failing to put in adequate checks on the data their automated systems gather and as a result any so called parking charge notice must be cancelled as you did not consent for your data to be used in such a wayFrom the Plain Language Commission:

I received a Double Dip fine from Parking Eye yesterday.
On my google maps timeline it shows the exact times of first entry and last exit. Both correspond with the Parking Eye timings. I sent those two screenshots as evidence to support my appeal. I also stated that they already have the evidence from their own camera and therefore I am treating this as a scam and reporting it.
Speaking to my colleagues at work, double dipping is common practice at Parking Eye. Many have paid £30 so as to avoid the stress of a dispute when they don't have any evidence to support their return trip. It's a disgrace.

It's very common.
Don't use a template appeal. Use the term 'double dip' and give them the approx leaving/returning times and insist they get their fingers out of their bums and find the 'orphan images' (they know that phrase).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You might also ask them what has happened to the robust 21-step manual checking process:-
https://www.britishparking.co.uk/marketplace/parkingeye/153951
"ANPR EnforcementANPR keeps track of who’s on-site by matching vehicles with an ‘authorised’ list and, if appropriate, whether payment has been made. We already manage thousands of sites across the UK and have a highly efficient enforcement team, back-office process, and market-leading systems which handle 4m pieces of data every single day. Once the camera has provided robust vehicle data, each case then goes through a further 21-step manual checking process before issuing a PCN to make sure it’s correct and we get things right first time. It’s this and our fair yet robust appeals process which has earned us the highest upheld rate of the major operators with POPLA (the independent ombudsman)."

ANPR is not fit for purpose in a charging situation, it is unreliable due to so many variables, tail gating, weather, lighting, angle of view, debris, leaves, software glitches, timing sync etc. etc.Their equipment is not subject to any conformance legislation with reference to; selection, performance calibration or enforcement by Trading Standards. It is banned for use in authority owned car parks by the government for the above reasons, so Parking Eye's camera on a pole, however they may defend it's use just isn't good enough, they use it because it traps the maximum number of victims, is cheaper that employing foot patrols and their only manual involvement is sticking their silly letter in an envelope with with a greedy smile!6

They should have checks in place to ensure that double dips donot happen. Its possible to ensure the accuracy of data collected by ANPR and that would require manual checks/foot patrols and possibly someone on the exit gate to ensure the data is validated. But parking companies do not care about that, or compliance with pesky data protection legislation as it could/would hit their bottom line, you said this:Speaking to my colleagues at work, double dipping is common practice at Parking Eye. Many have paid £30 so as to avoid the stress of a dispute when they don't have any evidence to support their return trip. It's a disgrace.
And as long as people are stupid enough to keep paying for this scam it will continue , as soon as people turn the tables and start standing up for themselves by going after the parking companies and the landowners who allow them to operate on their land then this will continueAs for evidence, most smartphones with map apps will have some sort of location history.
My general thoughts are is that every double dip case should be treated as a data protection issue/data breach, instead of being brushed off as a one off rare error by the parking industry, maybe a record of double dip cases should be gathered to show how un reliable this so-called technology is

The appeal went in. Firstly evidence from neighbours cameras of me exiting my car at a later time that day. So i couldn't have been parked. Secondly I asked the to provide me with a picture of my car 'parked'. They use entry/exit ANPR cameras,so that's a non starter. The final point was the current permit that my wife has to park at the site.
One thing that really annoyed me was on their appeal form, there's a tick box which states "You will not provide any further evidence unless Parking Eye request it". (Bloody cheek)! I clicked back to the previous pages & inserted in my statement refering to this tick box statement, that I would bring any further relevant evidence, regardless of whether they required it or not.
Received their reply today. No further action.3 -
Nicely done. Scam over.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
