UKCPS passed me to debt recovery but I’ve never received a notice to keeper?

Hi, I’ve tried to understand the newbies thread but I can’t quite work out how to apply it to my situation/what to do next! 

I’ve apparently been issued a parking charge notice by UKCPS in mid 2022 (I never got any letters/nothing on a windshield etc). I only know about it because I’ve had a letter from Trace Debt Recovery to my new address (I’ve moved twice since this alleged parking violation), but it just has the date on it, I don’t know where it was, there’s no picture of it or anything! 

So far I have contacted data protection for both Trace and UKCPS and told them to erase any of my previous addresses. I did mention that I wanted the opportunity to appeal as well and requested a POPLA or IAS code, but I don’t think it’d go through their data protection contact so not sure if I should put it in writing requesting this?

I complained to the DVLA saying that I didn’t receive a POFA compliant notice to keeper and intend to treat the debt recovery letter as the first notice, and failure to provide me with one is a breach in code of practice. I’ve explained that I intend to contact my MP and my ombudsman if it’s not resolved. KADOE came back fairly quickly and said that they’ve had proof from UKCPS that their request for my data was reasonable, that they have issued me with notices, and that I’ll have to ask them directly for sight of this parking fine (not sure if I should do this as there’s a lot of info that says don’t contact them). So it’s just my word against theirs!

Off the back of this, I have emailed my local MP for support, basically explaining all of the above and saying that I don’t trust that contacting UKCPS or Trace will have me taken seriously as it’s just my word against theirs and after researching online I have no confidence that the scaremongering, threatening letters will cease. I asked for his support in light of recent work by the DLUHC to end unfair practices by PPCs, however I’m not sure anything will come of this. 

Is there something else I should be doing? I’m not sure if I’m supposed to reach out to UKCPS with some form of complaint about the situation. I’m not sure whether just sitting on this will go against me. I would’ve liked to contact the landlord directly but I don’t even know who it is!

Ensure that your V5c is up to date. ( Having an old address on the DVLA database is the usual reason for missing paperwork )

Ensure that you have emailed the DPO at UKCPS and others with the correct current address for the service of papers 

Ignore Trace and DRP LTD 

Do not email a SAR to the DPO at UKCPS yet. ( Its to obtain the paperwork, leave that task until next year, perhaps in 3 to 6 months time. )

Come back to this thread if you receive a Letter of Claim or a court claim

It will be because your V5C had an old address in 2022. Is it updated now?

Obviously - as you 'll have read in other UKCPS threads before posting, and I see you have done your research - you just ignore UKCPS and Trace.

Search the forum for UKCPS Moorside

Come back when you get that daft Letter of Claim. Ignore £160/£170 threatograms. Doesn't matter if they don't cease.
