Hi All,
Images of NTK pending but pls can you help as only 4 days left. I am appealing on behalf of my niece..
Euro Car Parks, Island Green retail park, Wrexham
'No valid pay and display permit was purchased'
ANPR controlled site
Entry: 14:45:37
Exit: 15:53:44
Stay: 1hr 8min
Front:
Photos of entry and exit with VRN present
Reduced rate offer 14 days
Payment info
Rear:
PCN notice info including - contravention details - parking without authorisation acc to t&c's
Signage alleged to be clear throughout cp - breach of t&c's
Pass on to driver if not keeper
Creditor stated
POFA info - keeper will be pursued if driver not discoled
Keeper and data processing - DVLA details
What happens next - Pay, appeal to euro car parks, or then POPLA
So the driver received an NTK for 'no valid pay and display permit'. She was a genuine customer at one of the shops and has the receipt to prove her custom. In the first instance I have appealed to the landowner 'Island Green Retail Park' explaining she was a customer, is a single mum on benefits and is appalled by the threat of a £100 fine for using their car park. She did not see the signage when parking and please can you cancel the ticket. After 3 days still waiting for acknowledgement.
Thoughts? What should I do? Apologies no pics of NTK yet so trying to outline main points

Appeal to ECP before the deadline expires, hoping to get more time for plan A to work
ECP tend to comply with POFA, but the signs can be poor and hard to read, the £100 is rarely prominent
Any future Popla appeal might win on no landowner authority or poor signage , but could be a long shot, especially if its a pay to park car park
The early payment may look attractive, given the poor results in Cardiff court etc
ECP tend to discontinue before the court claim hearing, but no guarantees1 -

Savills are now the managing agent at that car park and are the most helpful of retail park MAs at getting charges cancelled - contact them. I understand that they have introduced a 'first 2 hours free' period for the spell leading up to Christmas. Check out the dates for this, especially if your niece's PCN falls within them.Your niece must appeal this with ECP as it is her PCN. You can do the appeal preparation, but you will muddy the waters if you do it 'on behalf of'.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Hello. I had a similar issue wrote to euro car parks but my appeal was rejected 😔 I was looking for an e mail to savilles but couldn't find any email address to send the appeal. Can I kindly request to share the e mail you have used to appeal? Hopefully they as land owner will be more eager to deal with it. Euro car parts just wrote it was issued correctly and still needs to be paid.
