What are the grounds for issuing a notice of possession?

The person doing the harassing is actually an employee of the large housing association that owns the property. They also claim that they are not intending to issue a S21 or S8 but just a notice of possession. The individual has only lived there since the summer and had some benefits issues which they are trying to sort out.
