Data protection may well prevent details being passed by booking agents to outlets in advance
No, it won't.  Nothing in EU GDPR would prevent this and 6(1)(f) provides the lawful basis.
In that case, it's hard to understand the reaction of the Spanish hoteliers association, and their considering a legal challenge to the new regulations.

But the hotel industry body CEHAT said the the change “puts the viability of the sector in serious danger”.

It said both tourists and Spanish citizens will have to deal with "complex and tedious administrative procedures, compromising their accommodation experience".

It added hoteliers were being are forced to comply with "confusing and disproportionate regulations" that go against other European directives related to data protection and payment systems.

Sounds like exactly the sort of moan a trade association would have as a result of increased admin that'll be unpopular with its members' customers, rather than a considered view of the actual legalities, or is there something more detailed that explains their objection in terms of specific alleged conflicts with existing directives and regulations?
  • Sounds as if the hoteliers trade body is contemplating administrative problems which in reality don't exist in practice.
We have a loyalty card with the RUI chain - we can preregister prior to arrival at our favourite hotel and effectively walk in with minimal delay at checkin after producing passports - they already have all these required details.
There may be some minor admin work for reception staff in respect of DIY bookings, however where package holidays are concerned this should already have been recorded and passed on to the accommodation.
