Received PCN for parking in Tesco disabled bay



I received a PCN for parking a disabled bay in Tesco by mistake. I thought it was a parent spot, there was no signage stating disabled bay, only marking on the road which I didn't notice till I took a trip after receiving fine.
Is it worth fighting this and any tips would be great, I have attached photos to prove no signage and copy of letter I received, I am looking to appeal to POPLA as unsurprisingly company rejected my appeal.

Presumably you gave away the drivers details in your appeal to Horizon. ? We hope not. !
Clearly the bays should be properly signed such that the signs can be seen clearly whilst sitting in the drivers seat, plus the bay markings are also very poor and need repainting, that and no landowner authority are good appeal points, plus no keeper liability if you didn't reveal who was driving in the appeal to Horizon2 -
I found this appeal worked very well against a Horizon pcn...This is an appeal by the Registered Keeper - No driver details will be given.Please do NOT try the usual trick of asking for driver details in order to get around the fact that your Notice to Keeper does not comply with Schedule 4 of The Protection of Freedoms Act 2012.As there is no keeper liability, liability cannot flow from the driver to the keeper and so this will be an automatic win at POPLA. Please cancel this Parking Charge Notice or issue a POPLA code at which point you will auto withdraw.Within two weeks the following response was received from Horizon...
