CPM fine photo shows wrong car

My parents have received a parking fine from CPM for parking on double yellows.
The photos they supply show a completely different car - different brand, model and colour. The numberplate is obscured by water on the lens so you can't even seen the reg. They haven't even been to this area.
The numberplate they print on the letter is their plate though.
Yes I've read through the newbie thread but can't see a related enquiry.
What's the best course of action?
