Vodafone Credit Check Refusal

I’ve posted this in the mobiles area too so apologies but wasn’t sure which would get seen better or have the better expertise for this one.
Trying to sort out a new phone contract for my sister. Her credit rating is decent enough (867 on ClearScore) and no CCJs etc. She does have quite a large amount owed (£6k) on cards but she hasn’t missed a payment in over 4 years.
But Vodafone have refused her following the credit check. She’s appealed the decision but they’ve responded upholding their decision saying she doesn’t meet the minimum requirements and refusing more information than that.

Are Vodafone particularly harsh? We’ve also been looking to do a balance transfer onto a different card (after Vodafone refused so this won’t have impacted their decision) and she’s pre-approved for most of the cards looked at so I fail to see why Vodafone could be unhappy. What am I missing?

You really should just stick to one post as cross posting is against forum rules.
Her credit score isn’t relevant. What does matter is her credit history and affordability.
so if Vodafone have decided that she doesn’t meet their lending criteria that is a business decision that they are entitled to make. She won’t get any more explanation out of them than that.All shall be well, and all shall be well, and all manner of things shall be well.

Credit score is not important - credit history is.
She owes £6k,but what is that relative to income?
Does she have "normal" stable income?
She is in good company anyhow - Vodafone are the only people to ever decline me credit also.0
