Meter fitters nowadays may not even have seen an old dial meter before on the job .They must be rare by now0 -
Water in Scotland is paid for with your Council Tax, so contact the Council to say you have moved in to the property and they will organise your bill. Metered domestic water is almost unheard of up here.0

Gas/Electric arent different. Water is because there is a much higher prevalence of those not on mains, you must have a certificate when you sell to say if its mains or not and its billed as part of your council tax still (unless youre in the small minority with a meter)iirc c60% of homes in England / Wales are now metered - and soon even more will be as there are or were mandatory fitting programs in several areas. Its not just a new homes thing anymore.Scotland - ??With a prediction for c80% in next decade iirc.

We are Scotland. Our son owns a former farm so is on metered water for some outbuildings, but has own filtered water supply from borehole for the house. He also has a septic tank. Septic tank is common in rural areas, metered water is not common in domestic situations, and certainly not in towns.
You can get a meter, but it will cost you to set it up, and the saving, if any, is not that great, so most do not bother.0
