Portaloo on public land

Not sure if this the correct place to ask but I wanted to get some advice regarding the following. A neighbour, or neighbouring landlord, is having some work done to their property and they erected a portaloo, not on their land or even in front of, but a few doors down, fully on the pavement. First of all, would they have required permission to do so, in a similar way to having permission to have a skip, and which authority would've/should've been involved; town, district or county council?
I was willing to let this go at the time but it's been there for over 6 weeks now and no sign of it going

That would be from the highway authority responsible for the road, which could be either the district/borough or county council, or if a more major road could be National Highways or a regional transport authority like Transport for London.It is an offence to obstruct the highway with things like this, unless the highway authority have given consent or issued a licence. (or if in use by the highway authority or statutory undertaker as part of their temporary works)

They do need consent as above. Careful what you wish for though, it's far preferable to them peeing up your drivers side wheel as seems to be the go to 'toilet' for our bin men, every single week!1

Wait till it's been there 3yrs!A holiday cottage here burned down and they must be getting the work done on the cheap as and when because a whole parking area is full of their containers and stuff.The public loo is just a 3min walk away.
