Child trust fund

Hello,
I couldn't find a specific category to choose from, but I need some advice if any is available.
My nephew turned 18 a month ago, and it turns out that his stepmother has been opening his mail and has accessed his Child Trust Fund. She has requested that the funds be paid out, but not into his account, and he was completely unaware of this situation. I’m unsure how this was allowed in the first place.
He called the Child Trust Fund yesterday to ask about the amount he has and whether it could be transferred into his account. That's when he learned all of the above. He is a shy young man and is scared to upset his stepmother by asking her about his money.
Can anyone advise me on how I can help him? Should I assist him in filing a complaint against the Child Trust Fund?

He has been advised to wait till Tuesday to see if the money bounces back as it was requested into an account that was not in his name.
I really don’t know how the trust fund allowed this to happen.
Furthermore to the above she has asked for his PIP to remain in her name even though he is 18 without his consent and has only given him a small fraction of it and keeps the rest. Noy sure why his father is allowing this behaviour.
He is more than capable to handle his money.1
