Leasehold flat allocated car park

Hello!!
I live in a leasehold flat, and have an allocated parking for my flat. This information and the marked parking bay is on the lease document.
From this year, the landlord has started issuing permits with "vehicle reg number" and with a 'valid till' month-year.
1 Landlord now is asking for car reg for the permit.
2 He has started issuing permits with an annual expiry date. This is a hassle to remember to renew every year.
Our lease doesnt mention any of the above 2 points.
Is he valid in putting these restrictions? If not, what is our way out?
As a relevant information, its the landlord who manages the car park, not the property manager. And landlord has outsourced the day to day monitoring of park to a parking management company.
(Am I right in guessing - We have taken the landlord to court over multiple issues with the health and safety of the block, and looks like he is inventing ideas to harass us.)

when you say landlord - does you rent the flat or is he the free holder?2

Your lease likely includes a clause giving the freeholder rights to 'make up necessary rules' in order to enforce the provisions of the lease. Permits are a common an practical way of checking that only authorised vehicles are using your car park, and that cars are parked in the correct spaces.

I would be pleased about this. My tenants have an allocated parking space and there are other people constantly parking in it. If he's managing the parking and actually issuing tickets to illegal parking why do you object?4

My point is asking for specific car reg. This limits ability of my tenant to hire a car. The tenant doesnt own a car, but hires from car rental companies sometimes.
The reg numbers are going to be different for each time he hires.

If you live in the flat, what does "my tenant" mean?1

Everyone saying this is a good thing, have a look at the parking sub forum and see the problems it causes.
You will also learn that the freeholder cannot instruct a parking management company to manage the space demised to you in the lease, but it sounds like they already have.
Find some other like minded flat owners and get this stopped before owner occupiers, tenants, delivery drivers and visitors start getting scammed by the parking company with their parking charge notices and court threats.5 -

There are different facets to this.- Management companies don't tend to hire parking management companies for no reason. Generally, it's because leaseholders ask them to do something about 'strangers' parking in their spaces.
- And leaseholders see the inconvenience of having to display a permit as trivial, compared to the benefit of being able to park in their spaces
- And leaseholders are happy that parking management won't cost them anything - because the parking management company get their income from issuing Parking Charge Notices to the 'strangers'
- (So there might not be other 'like minded' leaseholders. They might all be pleased about the parking management company. Plus, once the contract is signed, there may be no option to cancel it - maybe for 1 year)
But then...- The parking management company issue PCNs to some leaseholders (or their visitors), for example because they forgot to display their permit
- The parking management company refuse to cancel the PCNs. Instead, they send leasholders aggressive letters: threaten extra charges; threaten court; etc
The thing that surprises me is that the management companies who hire parking management companies don't insist that there must be a robust process for leaseholders to get 'inappropriate' PCNs cancelled.
