Civil enforcement GP practice PCN

Hello everyone,

I need help with a PCN issued by CE for a visit  at a local medical centre. I have gone through the newbies thread and went with plan A to contact the practice to resolve the issue. But they have not been helpful at all and are insisting it got nothing to do with them and I need to contact parking company.

Just to give some background. We were given an out of hour appointment at Becontree medical centre as our GP did not had any availability.  We went with our two sick kids to this medical centre. I dropped my wife with my baby to attend the appointment while I waited in the car. As I never exited the car I did not read the signs that the car had to be registered and the receptionist never mentioned it to my wife either. We were in & out in 20 minutes total.

Now yesterday we have received this invoice/ PCN. I have tried to resolve this with practice.  At first they asked us to contact our main GP to get the appointment notes as they did not had any records. We filled the SAR with our GP and obtained the notes for appointment.  But once we shared these with Becontree medical centre, first they insisted that this is not their patient. Upon insisting that the appointment happened at their practice they said they cannot do anything as it is an external parking company. The receptionist has been extremely rude and they are  not providing details of practice manager. Hence we do not know what to do.

We have left negative review and also a long email to practice manager. But no response at all. What are our options now? I  am attaching a pdf of letter as well.

    You could write a letter of complaint to The Practice Manager, blah blah 

    If they are not the Landowner, try to find out who is and complain to them

    Is there anything you see on letter which can I use to appeal with Civil enforcement?

    You only posted half of it, but I expect that it complies with POFA 2012, so check it against the examples in the newbies sticky thread in announcements

    You won't be paying CEL.  You know how yo appeal from when you read NEWBIES PLEASE READ THESE FAQS FIRST, before posting.

    But don't bother with POPLA.

    ...send it to the Surgery with your complaint because they are currently inthe midst of a scam and like Yarm Medical Centre they won't realise until they've had a weight of complaints & the penny finally drops not to blame the patients & to get out of the CEL contract.

    This was an ingoing issue ever since Yarm Medical Practice signed a totally inappropriate 'ANPR/ type your VRM into a keypad to be exempted' contract with Civil Enforcement Ltd, just like your local surgery did.

    They even publicly 'HIT OUT' at patients before someone finally realised what the issue really really was:

    Your surgery is currently stuck at 'blame the patients' stage.

    Get your MP involved and use that Yarm video as evidence if what has been happening at GP surgeries up & down the country.  Escalate your complaint.

    Obviously no paying CEL.  Don't waste your time on POPLA who will simply blame you.  Let CEL sue (yes, really.  It's easily won & no risk).

    Go back and get some photos of how poor the signs are and how hidden the keypad is inside the premises, with no massive yellow warning wording or arrow pointing to the VRM tablet.

    Keep that photo evidence safe.

    You'll win in court and it is not a risk.
