PCN and debt collection from DCBL - Scotland

Currently live in Scotland and the 'offence' in question was in Scotland. I've just received a letter from DCBL regarding an unpaid parking charge for a PCN that I hadn't seen (send to my old address in England as the registered address of my vehicle hadn't been updated at the date of the offence). Stupidly I rang them before seeing the advice given on this forum but haven't yet paid the £170 they're asking for, I simply queried why this was the first I was hearing about it. I didn't discuss who was the driver on the day. As I wasn't aware of the PCN I haven't made a complaint to the landowner or appealed the charge. Should I ignore the letter from DCBL, in which case what would happen next? Wondering whether I should now just pay this as I've spoken to DCBL already.

    Ignore the debt collectors, they are powerless 

    Too late to appeal the PCN 

    Email the DPO at the parking company with a Data Rectification Notice, to give them your Scottish address for the service of papers 
  • Thanks @Gr1pr. Once the debt collectors have advised the parking company that I haven't paid, how likely would it be that the parking company then takes me to court? I would like to avoid the risk of a CCJ so would rather just pay if that's the case. If they don't wish to pursue would this be communicated by them by sending a letter to my newly updated address?

    The Scotland aspect of the alleged breach plus your new address should be enough to put them off, due to different laws and a different justice system in Scotland, it's not worth it for a single PCN in Scotland ( I wish we had a similar system in England and Wales. )

    The parking company will update their records to erase your old address and use the new address 

    You won't get any letter from them regarding not pursuing you, but it's extremely unlikely to happen once the parking company have your new Scottish address

    The only risk you run of getting a CCJ is to not inform the PPC and DCBL of your new address, which they must now use, erasing your former address - as per your data rectification notification.

    Eh? Zero of course.  Not in Scotland.
