It will depend on the policy wording, but in my experience Trace and Access is listed under the escape of water section (and attracts the corresponding excess). The wording will also usually tie it into the definition of escape of water as well.
Even if not particularly well defined, you can only really need to claim for trace and access if water has escaped from something, otherwise you wouldn't need to trace or access it. I have come across a couple of policies in my time where it is explicitly included as separate cover but this was on premium type policies.
I had a quick look at a random RBS policy booklet, and it is listed within the escape of water section so would attract the escape of water excess.0
