Will frosted glass cheeks on my planned dormer be acceptable for the planning/council authorities to mitigate against overlooking impact?
The weight of non glazed cheeks would make the project prohibitively expensive for me and obscure a beautiful view (on the non frosted side)

Depends - you've given very little information for anyone to give advice.
What do the planning dept say?
What does your neighbour ( who the dormer will overlook ) say?2 -
The planning dept does not like glass cheeks but my adjoining neighbour already has glass cheeks.
The neighbour wants me to have transparent glass so he can still see the view through my dormer, (but this is apparently not helpful as the next occupier may not like to see through my dormer - thus it does not impact on planning).0
