Administrator responsibility for third party belongings

Hoping to gain advice on my duty as estate administrator (letters of administration granted).

Family member who is not a beneficiary is still living in the house of the deceased (no rent ever paid to the deceased, and no contribution toward past/current utility bills) so the person has now been served with 28 days notice.

I realize that there is a duty of care toward any belongings this person has in the property, but it seems they are now storing belongings of a third party as boxes of personal items and clothing are appearing in the house.  Person living in the house has stopped communicating with me or the beneficiary so am I within my rights to request these items are removed from the property?
