Parking Charge, no phone signals to extend parking

I received a parking charge notice (notice to keeper) from ipark services for overstaying 17 min on a Private Land. The charge is £100 & £60 if paid earlier.
I parked the car, paid and went to a town centre. I was visiting a new town and lost my direction back to the car park. The area did not have any reception. I tried several times to get on my phone and pay to extend parking but no signals. At one point, i took screenshot of "no signal" sign on my phone whilst i was trying to access parking website - That's the only evidence I have. By the time, i found my way, it was late and my parking and grace period were both expired. I had reception in the parking lot but I did not know what to do.
The parking charge was received in a letter. Can I contest this fine based on the evidence of lack of signal coverage?

Its not a fine, its an invoice for the alleged breach of the parking contract on that private car park ( not lot. )
Not having phone signal is very unlikely to be accepted, chances are there was a contact number on the signs
I suspect that you failed to try to contact them afterwards, perhaps the day after for example
Any appeal should be based around legal points, such as poor and inadequate signage, no landowner authority, non compliance with POFA, no keeper liability etc1 -

But it's an IPC firm so why are you bothering? Nobody 'appeals' to an IPC firm. No point because it's a futile farce. Nobody pays them either. If this is news to you then you need to read the NEWBIES FAQS again. No link given or needed.
However, what appalling orange signs. Which PPC is this?

PCN attached. What I found unusual is that they have used my name to address me.
However, as advised in the newbies thread, i understand that one must appeal as the registered keeper and not the driver. Giving the name and details in that case, does not count the registered keeper as the driver.

I don't understand why you are surprised they have your name. They got it from the DVLA, as in every single case seen. And of course (if you waste your time appealing, which I advised you not to bother with) you obviously give your name and address online...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
