Does the transfer have to be from another credit card? Or can you transfer a balance from PayPal credit?

You have to have a 15/16 digit "card number" to make the transfer to, that number must uniquely identify your account. These days it's almost exclusively credit cards but historically some store cards were technically a credit card that could only be used in one company. 

For paying off things like loans etc you need a money transfer card which enables you to move the credit into your bank account and then onwards to wherever you want.
