Apcoa Penalty Notice , Railway carpark, England.

Hi all,
Just wanted to thank you guys for the valuable info on here.
I followed the guide through to the POPLA appeal stage and APCOA dropped out before the appeal process even started.
Quick guide of the situation I was in.
A colleague from work borrowed my car, parked at the train station car park, paid cash for his parking and train ticket.
Couple of weeks later I get a "Penalty Notice" from APCOA, after checking the dates I spoke to my colleague and he was certain he had paid but did not have the receipt. (I believe he did pay, he is comfortable financially and generally very law-abiding)
I appealed to APCOA a couple of days before the end of the 28-day period, saying I was not driving the vehicle at the time, after a couple of weeks they returned my appeal as failed. Again I waited out the timer and sent in my POPLA appeal, stating what I suspect had happened (Likely a typo in the car reg either by my friend or by the station staff).
A week later I got an email stating APCOA had "Withdrawn my appeal" I checked the APCOA site and found "This PCN is now closed".

Hopefully that means it is all sorted,
