I challenge this 'PCN' as keeper of the car.
I believe that your signs fail the test of 'large lettering' and prominence, as established in!ParkingEye Ltd v Beavis.!Your unremarkable and obscure signs were not seen by the driver, are in very small print and the terms are not readable to drivers.
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.!
I do not give you consent to process data relating to me or this vehicle. I deny liability for any sum at all and you must consider this letter a Section 10 Notice under the DPA. You are required to respond within 21 days. I have kept proof of submission of this appeal and look forward to your reply.

Or argue your case in court if a claim is issued in the next 6 years ( as Grizebeck inferred. )
No appeals are going to work with an overstay
Plan A remains the best option here right up until a court claim is issued

Your choice, you can appeal it if you wish but an overstay will be a breach of the parking contract on that private property so will be rejected ( after that it is likely that POPLA will state that the PCN was correctly issued too. )
Beavis overstayed on a free to park time limited private car park, he lost in court 9 years ago
There are no winning steps, unless you have a good legal point to make in court , so why are you wanting to know about next steps. ? What do you hope to achieve by appealing. ?
If the surgery are saying its not their problem, then perhaps they are not the Landowner. ?1 -
What type of surgery was it? Doctor?3

If you were at the surgery for an appointment and you left after the appointment how on earth can that break the parking rules, that must be an unfair condition in the contract, in that the parking time allowed isn't sufficient.
