PCN - 550-570 Purley Way (Halfords Croydon)

Hi Guys
I received a letter on 23rd November 2024 from UKPS stating that they had recently sent a PCN and that this was their second letter stating that I need to pay £100, as I'd missed the opportunity to pay the discounted amount of £60 offered in the first letter.
I never received the initial PCN letter, which they say was issued on 18th October 2024; I'm unclear as to whether they ever sent it or whether it got lost in the post but either way this 'second' letter is the only letter I have received from them about this matter.
I checked the evidence they have uploaded. There are 5 photos, one of my vehicle entering the car park, one of it leaving the car park 9 minutes later and 3 other photos of the alleged contravention. However, all 3 photos of the actual offence show a completely different vehicle circled in red (and 2 of the photos show a gentleman circled in red, who is not me nor anyone I know).
As I did not receive an initial letter, I cannot lodge an appeal (albeit it might make no difference) as it says the deadline passed on 15/11/24.
How can they expect me to pay a fine when the evidence they have provided of the actual offence does not show my vehicle in contravention and instead shows a completely different vehicle?
It is now 39 days since the PCN was issued though I only received the letter 3 days ago.
Please advise as to the best way to proceed as I would ideally not want to receive letters from debt collectors, etc when this is clearly their mistake.

Its not a fine, its an invoice
No offence occurred, just an alleged breach of the parking contract on that private property
The newbies sticky thread in announcements explains the procedures and appeal advice etc

why dont you want to receive debt recovery letters, they are harmless
Ignore DRP/Moorside debt recovery letters, just follow the newbies if you get a letter before claim/court claim2 -

This first letter is that I received (their second allegedly) is headed Parking Charge Notice, Do Not Ignore.
From what I read on the newbies thread should I wait for a NTK or Debt Collector and at that point I respond as the registered keeper?0 -

What is the alleged contravention? Leaving site perhaps?
Plan A is always a complain to the landowner and store manager/CEO and your MP. Have you done this yet?
You could try appealing the Parking Charge Notice as keeper via the UKPS online portal. If that is not possible, you might be able to appeal as keeper by post, sent first class from a Post Office counter and obtaining a free proof of posting receipt.
Don't appeal until you have told us why the PCN was issued.
However, Plan is is and always will be the best option.
Debt collectors are powerless and can safely be ignored. All they can do is send out poor quality bog-paper or reasonably good quality fire-lighters.

Not going to happen, not without a court order
Debt collectors are powerless, just ignore the debt collectors letters
If you can't appeal online, post an appeal instead, but it won't change their minds
No NTK PCN letter will arrive once reminders are issued

The letter states that my "vehicle was parked in contravention to the terms and conditions at 550-570 Purley Way, Croydon... The Contravention for this PCN is: Permit Required".
There are 5 photos in total which UKPS have supplied as evidence: 2 of which show my vehicle entering and exiting the car park.
The other 3 photos show a vehicle (which they have circled in red) parked in a bay and a gentleman (again circled in red) near this car. However, the vehicle is not mine (and the person is not me). So for the purposes of issuing their PCN/invoice, they should have sent it to the gentleman in the photo not me!
I haven't made a formal complaint as yet. It was not possible to complain via the UKPS Portal as it didn't bring up my PCN when I entered the reference number.
Should I complain as the registered keeper by post and/or to the landowner, store manager/CEO and my MP?0 -
