Help with Britannia Parking Notice: Debt Recovery Letter from DCBL - Advice Needed


Hi everyone,

I’ve found myself in a tricky situation and could really use some advice. I recently received a Notice of Debt Recovery from DCBL (Direct Collection Bailiffs Ltd) regarding a parking charge from Britannia Parking. Here’s the situation:

  • The date of contravention listed on the letter is 29/09/2024.
  • The date of the debt recovery letter I received is 20/11/2024, almost two months after the alleged incident.
  • I moved out of my old address on 06/10/2024, so any prior correspondence (if sent) would have gone to my previous address.

After receiving the debt recovery letter, I checked with my old address, and they told me they hadn’t received anything on my behalf. This means the Notice of Debt Recovery is the first communication I’ve received about this parking charge.

I find this very unfair because:

  1. I wasn’t aware of the initial parking charge, as I never received any notice.
  2. The delay in their communication means I haven’t had a fair chance to appeal or understand the issue properly.

Does anyone have experience with this kind of situation? Should I ignore it, appeal, or contact DCBL to explain? Also, does the delay in notifying me and the fact I didn’t receive earlier correspondence have any bearing on this case?

    Ignore DCBL, post 4 in the newbies sticky thread in announcements , no phone calls either 

    Email a Data Rectification Notice to the DPO at Britannia parking, with the current address for the delivery of papers

    Britannia will have obtained keeper details from the DVLA, so sent the PCNs to that registered address, the fact that you moved is not their problem. Not receiving paperwork is no defence 

    What date did you update your V5c log book. ?

    What if they didn’t send one. The current tenant at my old address is my friend and they confirmed about not receiving any letters. So how can I believe that they send me a letter in the first place because the one from DCBL is the only communication I received in the first place.

    They will definitely have sent an NtK PCN letter, its standard practice, its one of their main jobs, this is followed by reminders , it's what they do, create a paper trail . Clearly you haven't got a mail redirect in place

    I changed them on 16th of November and I know that it was too late to change but I had some personal circumstances.

    I have close contact with my previous address because its only a few streets away from my current address and the fact that new tenant is my friend. They never got any letters from anyone under my name. I have also seen posts from people who had similar experience where they never got parking notice and got a debt recovery straight away.

    That delay probably caused paperwork going astray 

    Britannia would only have to prove that they issued the PCN and posted it to the address listed on the DVLA database 

    Not receiving it is a completely different issue beyond their remit 

    You can complain about the lack of paperwork to your current address and add a copy of the V5c log book as proof 

    The complaints link is in the BPA AOS members list, on the right side against their name

    So your case got moved to the right board.  :) 

    There's no need & no point in trying to contact DCB Ltd hoping they will be reasonable. Nasty firm.  I do hope you didn't waste your time ringing them?!

    You will not be paying. Do NOT phone!

    But you do need to email the eejits at DCB to erase your old address because you CANNOT leave them with two to choose from.

    Your first step is to complain to the landowner/retailer about the 'scam' PCN.  They can have this cancelled for you by the weekend.

    It was home bargains. I rang them but they said they can’t do anything about it.

    You should be complaining about the PCN to the retail park management company or landowner , not a tenant

    Complain to the property agents who run the place.  You drive past their details at the entrance. Not the parking firm sign.
