Diesel emission claim for deceased.

Hello,
My grandfather passed away 30/05/2022. He had a finance agreement on a vehicle with BMW Financial Services. I have the agreement number, registration etc.
Am I right in believing that I can draft an enquiry/complaint using the MSE tool and amend the details to be on behalf of my deceased grandfather rather than on behalf of myself.
eg. "Dear Sir/Madam,

How will you evidence that loss? (Particularly if any of the evidence is on what your Grandfather was thinking at the time, which he is obviously not now able to confirm.)
Who is Executor for his Estate?
Anything that might be recovered would be an asset of the Estate so would need to be treated as such in terms of IHT and distribution to Beneficiaries. Having this claim may delay resolving the Estate and there may be greater benefit to the Executor plus Beneficiaries in having the Estate resolved in a more timely manner.0 -

The FCA have not launched an investigation into diesel emission claims.1. A request for information you hold on my grandfather's behalf." ETC.The executor of the estate can request it but they can refuse it. DPA no longer applies on death.

The diesel "claims" are a big con, nobody in the UK was mis-sold a diesel based on cheat devices designed for countries like the US that test and price based on NOx emissions. You're hard pressed to even find the emissions in the sales pitch for UK cars as our tax is done on CO2. People bought diesels for low VED rates and higher MPG (if they used them properly i.e. regular long motorway driving) not on the NOx figures.
A DCA registration could be done but the investigation is likely to be ongoing at least another year and court cases will drag it out probably 2-3 more. If you have the authority, you can submit the DCA complaint but you won't see anything for years, if at all (as the FCA might reject it as a damp squib)Sam Vimes' Boots Theory of Socioeconomic Unfairness:
