Can you appeal and still pay the discounted rate?

 I received a fine for parking for 4hrs in a 3hr max stay. We visited and purchased from 3 large shops and got food. I don’t remember seeing signs but looking on google maps seems like they were there. I was going to appeal with receipts and bank statements for purchases but imagine I won’t get a response in the time frame for the discounted rate. 
The rate is £100, £60 within 14 days of issue (19/11) but I only got it today in the post (25/11). If I appeal in time do I get the discounted rate. It is with Parkingeye at est James Retail Park, Northampton. Having spoken to one of the shops I shopped at, they’ve said they’ve had a lot of complaints from customers about being issues a fine.

    Frankly, you should follow the advice in the newbies sticky thread in announcements, starting with plan A, complaining about it to the retail park management company or landowner and getting the PCN cancelled 

    You could appeal to PE before the appeal deadline with the copies of the proof of patronage and telling them that you have complained about it to the retail park management company or landowner, this appeal is plan B

    As long as you don't miss the appeal deadline, you would hopefully have achieved a cancellation

    It isn't a "fine" it's an invoice for a contract they allege you breached.
    Parking Eye signage is usually quite abysmal, just because you now have discovered it's there doesn't necessarily mean it complies or was sufficiently prominent, quite clearly it doesn't.
    There is no discount period it is a bribe to get you to pay up and shut up so they can fleece you and move on with as little outlay and fuss as possible.
    Complain to the landowner and the shops you spent money in that their ridiculous parking regime is putting you off returning and spending money there again.

    But why does that matter?

    The FAQS in the NEWBIES thread tell you the 14 days is irrelevant.  I am astonished that you are looking at that.  It doesn't matter.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
