NCP PCN - Greater Anglia car park for parking in staff bay

My partner recently received a NtK from NCP for a contravention at a Greater Anglia car park, where she had accidently parked in a "station staff only" bay. 

Fair where fair is due, she parked somewhere where she shouldn't have done, however the signage in the car park is not consistent and tells me she has no recollection of ever seeing the signs (it was early morning and not completely light when she parked there). The "station staff only" signs are A5ish pieces of paper, laminated and tacked onto a fence. My understanding is that the BPA requires clear and consistent signage, which would mean these bays would need metal signage in the same manner as seen with tariff boards etc?

Car parking had been paid for on PayByPhone so NCP haven't actually lost anything...!

Is it worth appealing or is it just a waste of time?

    Read the other NCP GAA Train station threads on here within the last year and study the non POFA appeal, then use it to appeal as keeper, no blabbing about who was driving or about the incident itself 

    The recipient of the letter does the appeal, as keeper

    Yep. Just send them this:

    As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4), you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge. I suggest therefore that you contact the driver.

    There will be no admissions as to who was driving, and no assumptions can be drawn. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so, but I am fully aware that I can't be held liable.
