cant open any photos on laptop

I cant seem to open any photos in pictures folder on laptop - windows 10

Just getting message - 'the application cannot be started. Try reinstalling the application to fix the problem'

Have tried doing Windows updates, shutting down restarting but still same.

What could be the problem or how do i reinstall please?

I'm not sure really. Just the little folder symbol, then pictures folder.

This PC > pictures?

go to settings cog 

go to apps 

go to default apps 

look at what the default app for photos is that is what it will be using when you try to open a photo

Photo Viewer was empty, i added in 'photos' app but problem still there

Tried the repair function for the app, but no success

tried the reset function then and get ' we couldnt reset this app.Try again in a bit.'

Try another image program (app)  such as irfanview
