Paid roofer but he never did job

We paid a roofer in June to replace a small piece of facia which he did, although it did not solve the problem. Also paid him £700 to repair a flat leaking garage roof. He never came back to repair garage roof and stopped all communication with us. By end of September we had to repair the garage roof, which is used as storage because rain was damages our goods. Sent roofer recorded delivery letter early November asking for acrefund to which he replied on whatsapp saying he is charging £250 for goods he purchased to repair the roof. As of today he has not returned any money to us or answered our phone call/messages. Under the consumer rights act he did not complete the work in a reasonable time so where do we stand?

Given the fact he is now ignoring you this has turned into a legal issue which may, or may not be worth pursuing.
