Legally they are, it was the reason that when the benefit freeze happened under Cameron/Osborne the main rate of ESA was frozen, but the Support component did increase.poppy12345 said:

I suppose it really comes down to how you categorise 'disability'. If you mean a permanent or long term issue, PIP, ADP etc probably are a fair list. ESA was/is paid to people of employable age who are currently unable to work, aka disabled albeit temporarily.

In the context of this thread, it doesn't really matter what the official definitions are. (And people don't tend to stick to official definitions in everyday language anyway.)
What we need to know is what benefits exactly the OP is referring to.2
