Google Chrome bookmarks question

Sorry if this is a daft question, but at my age this is a real strain on what's left of the brain.  I am moving from a Chromebook to a Windows 11 laptop and want to copy my bookmarks from one to t'other.  

So I do the "export bookmarks" thing on the Chromebook, move the file to the laptop, do "import bookmarks" and it works - but even though that .html file is called "bookmarks 20.11.24", the bookmarks are not the current Chromebook ones!   Even the imported bookmarks toolbar is an old one.

What am I doing wrong?  Or more to the point, how do I do this so it works properly?

    If you are using Chrome browser on your new Windows laptop it should be as easy as signing in to Chrome and your current bookmarks should appear.

    If you are signed into Chrome with a Google account, go to Chrome settings, and on the first page "You and Google" you will see "Sync and Google Services"

    Make sure the top line is syncing to your email address/account.

    Under that is "Sync" > "Manage what you sync"

    Selecting that allows you to choose what you sync and bookmarks is there, easiest to select "Sync everything"

    If you open Chrome on any of your devices and sign in all the bookmarks and any changes you make will be reflected across all devices.

    Sync is all you need.

    Import/Export means you can move your bookmarks to/from another browser such as Edge.

    Thank you!   I think I must have inadvertently turned on synch earlier, because on starting up the Chromebook just now, I find I'm in a bigger muddle!  The Chromebook bookmarks have reverted to the earlier ones!  And what's really worrying is that three bookmarks that are now missing from my bookmarks toolbar represent a very significant loss to me if I can't recover them.

    I am on the Chromebook, and Synch is not turned on.  If I go to "all bookmarks" and click on "Open side panel to see all bookmarks" then click on "Bookmarks bar", all the ones I need (that are missing from the current bookmarks bar) are listed there!  How weird is that?

    So the question now is - how do I get that lot back to replace those in the old bookmarks toolbar which I now have?

     ETA - Now sorted by means of a work-round
