Windows Back up to the cloud

Windows 11 has a Windows Back up feature, which I have shown in the image below.
I am not clear how this differs from Onedrive.
Windows Back up indicates that it backs up Apps. What does Apps mean? Does that include installed programs?
Example: I have an installed program named Nuance Dragon Naturally Speaking. If my disc crashed or I changed computer, would I be able to recover that installed program using Windows back up?

I have osteoarthritis in my hands so I speak my messages into a microphone using Dragon. Some people make "typos" but I often make "speakos".

What gets backed up under Windows Backup is documented here:So to answer the question - probably not. Apps is probably stuff you get off the MS Store. What you realy want is the "Backup and Restore" option you find in the Control Panel in Windows 11.but this requires a local/USB drive, but it does the "full" backup you want.Other solutions are available.1
